Richard L. Hoy, 82, of Windsor, passed away April 12. He was born in Cheyenne, Wyo., to Otis and Fern Hoy. He was married to Helen in 1954, and they raised their five children in Cheyenne. He graduated from Cheyenne High School and then served in the Navy during the Korean conflict. He went on to receive a pharmacy degree from the University of Wyoming. He became a pharmacist at his family’s store, Hoy’s Drug & Dairy, and also operated The Four Winds for 14 years. Rich was elected to represent Laramie County in the Wyoming House of Representatives for three terms.
Rich and Helen moved to Phoenix in 1981 and he returned to working as a pharmacist with the VA Medical Center Hospital and Maricopa County. During this time, Rich and Helen also spent summers in Windsor to be near family and friends.
Rich had many friends spread across the West and was an ardent Wyoming Cowboys fan, traveling often to see the football team play. He enjoyed golfing, woodworking and the company of good friends.
Richard is survived by Helen; and their five children, Steve Hoy (Annell), Kathleen Witsil (Steven), Sandy Helzer (Jim), Rick Hoy (Ann) and Connie Hoy (Buck Holland); nine grandchildren; and one great-grandchild. He is also survived by his siblings, Ted Hoy, Cheyenne; Margaret (Francois) Dickman, Laramie, Wyo.; Kenneth (Diane) Hoy, Gettysburg, Pa.; and Amayda (Kendall) Johnson, Logan, Utah.
A memorial service will be held at 1 p.m. Wednesday at Our Lady of the Valley Catholic Church, 1250 7th St. in Windsor. There will be a reception following the service.
Donations in Rich’s honor should be directed to either the Hospice of the Valley, Phoenix or University of Wyoming Foundation, designated to the Otis L. Hoy Memorial Fund, School of Pharmacy.
