Town Network: Finance and Information Technology Updates

It has been a busy year in the Finance and IT department. The department is in the process of implementing two new software systems. The first is a finance and accounting package purchased from Springbrook software in Portland, Ore. This replaces the current system that utilizes several different software packages and consolidates into one system. Town staff originally looked at doing this consolidation in 2008, but the effort was sidetracked by the tornado.
The second package process is similar to the finance software and involves the planning department’s development management process. This also entails combining a number of existing software packages and databases into one main system. The package was purchased from CRW Systems in San Diego. CRW and Springbrook have a partnership arrangement that allows them to share certain information through a GIS link, further consolidating the Town’s software and database structure.

The Town also has begun the annual budget process. The Capital Improvement Plan is nearly complete; now moving into operations budgets for 2015. The Town was recently notified that we were awarded the Distinguished Budget Presentation Award for the 2014 Budget. This is an award given by the National Government Finance Officer Association (GFOA). This is the ninth time the Town has won this award.
The Town also completed the annual financial report for 2013, receiving an unqualified or “clean” audit opinion from auditors, Anton Collins & Mitchell. The annual report was submitted to the GFOA for the Excellence in Financial Reporting Award. Windsor has won this award five times previously and is awaiting the results for the 2013 report.
