Weld County Clerk and Recorder’s employee accused of unlawful sexual conduct was a registered sex offender

The Weld County Clerk and Recorder's office employee arrested Friday on suspicion of unlawful sexual contact had a criminal record, and is a registered sex offender.

Court documents reveal Jessie Lopez, 49, pleaded guilty in 2003 in Broomfield County, and completed two years' probation after that.

It was not his final interaction with the justice system, though. According to court records, Lopez pleaded guilty in 2011 to criminal mischief, this time in Weld County. That case closed in 2013.

Lopez was arrested Friday after a woman reported he had touched her inappropriately on her way into the clerk and recorder's Fort Lupton substation earlier in the week. According to the affidavit for Lopez's arrest, the woman, whose name will not be published because she is a victim of unlawful sexual contact, arrived at the clerk and recorder's office Dec. 28 to renew her boyfriend's license plates. She said Lopez opened the door for her and touched her twice with his finger in the area of her buttocks as she walked through.

The woman told deputies Lopez followed her through the doors of the clerk and recorder's office at a very close distance, then, as she took a number for service, he returned to his desk. She said he continued to stare at her from across the room and made her uncomfortable. He called her number for service, the affidavit said, and throughout the transaction she tried not to make eye contact with him.

When deputies spoke with Lopez, he said he held the door for the woman as he returned to the office after his lunch break. He was holding a sandwich bag with an empty soda bottle in it, he told deputies, and he said the bag may have touched the woman as she walked through the door.

Deputies did not tell Lopez what part of the victim's body had been touched, but the affidavit states Lopez specifically mentioned the bag may have touched her buttocks.

The woman told deputies she did not remember Lopez carrying anything in his hands.

Court documents reveal Lopez posted bond Saturday.

Jessie Lopez is scheduled to appear in court for arraignment 9 a.m. Feb. 7.
