The 19th Judicial District's chief judge has been recognized as the Colorado Judicial Department's 2016 judicial officer of the year.

James F. Hartmann received the award for his "positive and supportive management style" of the district, according to a news release from Robert McCallum, spokesman for the department. He is a member of multiple community boards and organizations, and has instituted an innovative trial management system for the biggest water court in Colorado. This has led to a drop in the number of open water cases, and has led to quicker dispositions, according to the release.

Hartman also maintains working relationships with numerous court and probation employees and is responsible for completing numerous tasks associated with his court and administrative duties. He has served as the district's chief judge since 2009.
