Windsor comprehensive plan process underway
May 2, 2015
Colorado statutes require that the Town's Planning Commission prepare and adopt a master plan, or Comprehensive Plan, for the physical development of the community.
The plan is truly "comprehensive" in that it includes elements of land use, demographics, economics, housing, environmental and cultural resources, parks, recreation, open space, trails, community facilities, transportation, utilities, drainage and much more.
The plan serves as an advisory document that provides guidance to Town staff, appointed and elected officials in the process of making land use development decisions.
In order to prepare the Town's new Comprehensive Plan, which was last updated in 2006, the Town has retained the firm of Houseal Lavigne Associates, which brings award-winning comprehensive planning experience and engaging community outreach techniques to the process.
Citizens will have multiple opportunities to provide input into the Plan, including a variety of open houses, interviews, workshops and through an interactive Comprehensive Plan website.
At their March 23 meeting, the Town Board adopted a resolution creating a Comprehensive Plan Advisory Committee (CPAC) comprised of community leaders and citizens that will help guide the planning process.

The CPAC will serve as a "sounding board," established to discuss ideas, formulate strategies, review draft materials and documents and help shape the final products; ensuring the Plan is reflective of community input and aspirations.
The plan will also build upon past Comprehensive Plans, the Vision 2025 effort and other relevant past plans and studies, and will create new goals, objectives and implementation strategies for moving the community forward.
The CPAC will likely meet four or five times over the course of the next 9-12 months and will work closely with staff and the consultant as the Comprehensive Plan is developed.
As Windsor celebrates its 125th year of existence this year, it's an exciting time to be preparing the Comprehensive Plan that will guide the next chapter in Windsor's future.
